Born in 1980 in Chiba Prefecture, Kato grew up in an environment surrounded by music from an early age, influenced by his father, who worked at a record company. He graduated from Tokyo College of Music, Faculty of Music, majoring in Composition and Conducting with a focus on Film and Broadcast Music. He studied composition and arrangement under Akira Saegusa, Katsuhisa Hattori, Reijiro Koroku, and Kentaro Haneda.

He has worked on over 70 projects, primarily composing background music for anime and games. Some of his recent anime scoring credits include Dr. Stone (2019–), Trigun Stampede / Trigun Stargaze (2023–), Free! (2013–), Love Live! Sunshine!! (2016–2019), Revue Starlight (2018), and Idolish7 (2018–).
